I think its just a driver conflict.perhaps brought about by the FPGA update. I can of course simply remove the Matrox, but it has worked very well for so many years and I am convinced that physically it is fine, because I can get it to work perfectly for hours, it only loses it after the system is re-started several times. I've even tried reinstalling the card in the older system in which it was working very happily for years and I have the same seems to me like all this started with the FPGA automatically updated the FPGA from 0000 to 1209 and after that.nothing but seems to me like it is a conflict between the RTX's Flex 3D and perhaps 3D capabilities of my CUDA and Physx powered Nvidia graphics card.

Upon restarting the system, windows then automatically reloads all the drivers for the RTX100, and then I can install Xtools without running into the MMGD issue.then everything works perfectly again for the next 3 or 4 again, the Flex 3D driver seems to get lost and. The only solution was to uninstall Xtools, remove the card physically, uninstall Premiere 2, reinstall Premiere 2, reinstall Xtools, then uninstall Xtools and before the system reboots, copy the RTX100 drivers to the Windows/system32/drivers folder.
This would remain for several reboots, but on the fourth or fifth reboot on startup the system would lose the Flex 3D driver and trigger the windows hardware wizard which would then proceed to search unsuccessfully for a driver. I checked forums and found the work-arounds and was able to successfully install and have a perfectly working system.

Recently I attempted to move it to another PC and when attempting to install Xtool 6157 encountered the MMGD error. I have been using the 6157 drivers with Premiere 2.0 with zero issues for several years now. I have been using my Matrox RTX100 for 10 years without problems.
